Captain Leos served both the Chula Vista and National City Police Department's prior to becoming a member of the SDPD in 1994.

Captain Leos holds a masters degree in Public Administration from National University and is a graduate of the FBI National Academy.

In 2005 the San Diego Police Historical Association recognized Captain Leos for his extra ordinary bravery when, as a 17 year old cook, he survived the San Ysidro Massace, at the time the worst mass shooting of civilians in American history.
