Captain Lara serves as the commanding officer of Fleet, Facilities, Property Room and Records.

Captain Lara  is a graduate of UC Santa Cruz where he earned a his Bachelors Degree in Legal Studies, Politics. He also hold a Juris Doctorate degree from UC Berkeley, Boalt Hall.
