Wife of Captain C. David Crow
Billie Frances (nee Wegener) Crow passed away on February 1, 2025, just days after celebrating her 92nd birthday. Loving wife of Dave Crow, who predeceased her by seven years, she was the proud mother of two daughters: Cindy Thomas and Toni Ellison; three grandchildren: Evan Thomas, Amanda “Mandy” Thomas and Kristi Ellison; and three great-grandchildren: Alex, Ana and Ian Thomas. She was very close to her four siblings: Betty Clements, Robert “Bob” Wegener (who passed away in 1998), Barbara Villegas and William “Bill” Wegener.

Billie lived an outstanding, albeit humble, life. Born in Indiana shortly after the Great Depression, she was drawn to the beauty and snow-free lifestyle of San Diego in the 1950s. Her switchboard experience at the local telephone company in Indianapolis helped her land a job with the San Diego Police Department, becoming one of their first female dispatchers. She had a memorable voice and calming presence, which helped provide solace to others, especially during times of crisis. Her compassionate nature and quick wit garnered the respect and adoration of her fellow SDPD officers, including her future husband, Dave, who would later become Captain at Northern Division. She was admired for her ability to maintain grace under pressure, handling some of the most intense dispatch calls like the PSA 182 crash in 1978.

Billie made friends everywhere she went and her gentle, kindheartedness provided comfort and warmth to friends and strangers alike. She held a highly respected and awarded career with San Diego Police Dispatch for 34 years, but continued to work part-time until 2003 to help provide dispatch support and expertise during times of need. After retirement, Billie continued to serve her beloved Pacific Beach community by volunteering at the Pacific Beach Library and the SDPD Storefront. She also volunteered at the San Diego Police Historical Museum where her badge is currently on display. 

An avid gardener with two green thumbs, when she wasn’t taking pride in her fuchsias and prolific citrus trees, she loved taking her Great Danes for walks at Fiesta Island and watching (San Diego) Chargers games. 

She leaves behind countless friends and colleagues and will be greatly missed. In keeping with her wishes, no public funeral service will be held.
